Investments in Illinois' Future is a report analyzing Illinois expenditures on programs and services for youth ages 12 to 24 between fiscal years 1994 and 2004. This historical analysis provides valuable information and context relevant to inform future planning, policy development, appropriations decisions and statewide analysis impacting youth in Illinois. <!--break-->Among several key findings, this report reveals that a significant number of youth programs have gone without increased funding as the cost of doing business increased, that gaps in available programs leave many youth without services, that youth spending focuses heavily on intervention and treatment at the expense of less costly prevention programs and services, and ultimately, that Illinois lacks a clear vision for comprehensive youth development.
