Tom is the Manager of Research Services at the Center for Youth Program Quality (CYPQ), a joint venture of the Forum and High/Scope.

He is responsible for data collection, analysis and reporting for a variety of research and evaluation projects, including the Youth Program Quality Intervention, a multi-state randomized field trial of setting quality funded by the W.T. Grant Foundation. In addition to his research responsibilities, Tom oversees daily operations at the Center and helps develop performance metrics for the Forum’s Ready by 21 initiative.

Tom joined the Center in January 2008.  Previously, he held a variety of management-level marketing and research positions in the commercial research and software development industries.

He holds a Bachelor’s Degree in Latin American Studies from the University of Chicago and has completed graduate coursework in Michigan State University’s Educational Policy Ph.D. program.

CYPQ is charged with positioning point of service quality as a powerful public idea that drives the out-of-school time field toward higher levels of understanding, expectation, and action about the quality of experiences available to children and youth.

Committed to increasing the quality and quantity of youth investment and youth involvement in the United States, the Forum supports organizations and communities that invest in young people by promoting a “big picture” approach to planning, research, advocacy and policy development among the broad range of national organizations that help communities invest in children, youth and families. The Forum for Youth Investment is the core operating division of Impact Strategies, Inc. ISI is the legal entity created to house the Forum for Youth Investment, the Cady-Lee House and future related endeavors.
